Any way to split job build and job abort authorization?

It looks to me like the Job/Build authorization allows a user to start a build and also to abort a build.  We're seeing some problems with slave connections when builds are aborted (opening a JIRA on that soon), so it would be ideal to be able to block users from aborting builds, while still allowing them to trigger them.

I don't see a way to configure this in the vanilla configuration, and I don't see any plugins that can do this.  Is there a way?  Can there be a way?
