Can't get JIRA plugin to work

CletusTSJY
I've been going crazy for the last 3 weeks trying to get this JIRA plugin to work.  Does anyone know why I would get the following exception after I enter the username and password for JIRA into the system confiuration:

java.lang.NoClassDefFoundError
hudson.plugins.jira.soap.JiraSoapServiceServiceLocator.getJirasoapserviceV2(JiraSoapServiceServiceLocator.java:55)
hudson.plugins.jira.JiraSite.createSession(JiraSite.java :85)
hudson.plugins.jira.JiraProjectProperty$DescriptorImpl$2.check(JiraProjectProperty.java:143)
hudson.util.FormFieldValidator.process(FormFieldValidator.java:54)
hudson.plugins.jira.JiraProjectProperty$DescriptorImpl.doLoginCheck (JiraProjectProperty.java:132)
sun.reflect.NativeMethodAccessorImpl.invoke0(Native Method)
sun.reflect.NativeMethodAccessorImpl.invoke(NativeMethodAccessorImpl.java:39)
sun.reflect.DelegatingMethodAccessorImpl.invoke (DelegatingMethodAccessorImpl.java:25)
java.lang.reflect.Method.invoke(Method.java:585)
org.kohsuke.stapler.Function$InstanceFunction.invoke(Function.java:103)
org.kohsuke.stapler.Function.bindAndinvoke(Function.java :59)
org.kohsuke.stapler.MetaClass$1.doDispatch(MetaClass.java:63)
org.kohsuke.stapler.NameBasedDispatcher.dispatch(NameBasedDispatcher.java:30)
org.kohsuke.stapler.Stapler.invoke(Stapler.java:294)
org.kohsuke.stapler.MetaClass$9.doDispatch (MetaClass.java:240)
org.kohsuke.stapler.NameBasedDispatcher.dispatch(NameBasedDispatcher.java:30)
org.kohsuke.stapler.Stapler.invoke(Stapler.java:294)
org.kohsuke.stapler.Stapler.invoke(Stapler.java:231)
org.kohsuke.stapler.Stapler.service(Stapler.java:79)
javax.servlet.http.HttpServlet.service(HttpServlet.java:803)
hudson.BasicAuthenticationFilter.doFilter(BasicAuthenticationFilter.java:79)

I've tried updating the plugin, rolling back to a different version, updating Hudson, updating my other plugins...I've searched through the plugin's code as well as JIRA's RPC code. Nothing has made any difference.  Someone please explain why the hudson.plugins.jira.soap.JiraSoapServiceServiceLocator class can be found but then the jira.soap.JirasoapserviceV2SoapBindingStub cannot be found.  They're in the same directory and the class file for JirasoapserviceV2SoapBindingStub is there and it's executeable by everyone.  Any clue or path to go down on this issue is greatly appreciated, I am stumped.

Thanks,
Cameron

Sorry I couldn't get to this in a timely fashion, but I suspect the
real cause of the issue is ExceptionInInitializerError or something of
that sort. Does your container leave anything in its log file?
