the directories are never deleted
the problem is there, the disk has no space

Can you tell me what files are in that directory?

Otherwise it's impossible for me to tell which part/library of Hudson is doing this.

under archived-file-set.* are the files located which should be archived

our workaround at the moment is
crontab:
0 1 * * * find /tmp -maxdepth 1 -ctime +1 -iname "*maven*" |xargs rm -rf > /dev/null
0 1 * * * find /tmp -maxdepth 1 -ctime +1 -iname "archived-file-set.*" |xargs rm
-rf > /dev/null

I still need your help in narrowing down the search for the culprit. "Archive
artifacts" feature in Hudson doesn't produce such a temporary directory, and
grepping Hudson source tree with "archived-file-set" yields no results.

Perhaps those are created in your build script?
