I'd like to be able to globally disable all translations.

I'm in a multi-lingual environment, and I don't want to support a mixture of
English, Dutch, German, French, ... in UIs and build logs.

I was thinking about having a plugin to expose a bunch of locale related
configurations. Would that do?

I'm not sure what you mean. Move the translations to plugins ? Or enable
configuration in a plugin ?

Latter. I could expose:

  - configuration to tweak system default locale (this affects
    messages from executors and e-mails)
  - configuration to force a certain locale for UIs by ignoring
    user's "Accept-Languages" header.
