Since there's a "Enable" button to conveniently re-enable a job, it seems
logical to provide a similarly convenient "Disable" button to users with the
"Configure" right.

Note that enable button only shows up when the project is disabled, so as not to
waste the screen real estate.

You can also use CLI to disable jobs, which might be convenient if you find
yourself enabling/disabling jobs often. Otherwise, I think a plugin is a better
place to do this.
