I recently updated our installation of Jenkins from 1.466 to 1.489. After the upgrade I noticed that every job in Jenkins is not properly pulling data from subversion. Upon going to the configuration page of one of the projects, it said:

Unable to access https://<svndomain>/svn/<repositoryurl> : svn: E175002: OPTIONS /svn/<repositoryurl> failed (show details)
(Maybe you need to enter credential?)

Upon clicking "credentials" and using "username/password credentials" (with the proper username / password) it gives the following:

If I run "svn checkout https://<svndomain>/svn/<repositoryurl>" as the jenkins user from the commandline, it works fine. It only seems to not work from jenkins itself.

After receiving these errors, I upgraded the subversion plugin from 1.34 (I think) to 1.43. Still getting the same error. Reverting back to jenkins 1.466 also does not fix the error.

I was able to solve this problem by adding the option '-Dsvnkit.http.sslProtocols="SSLv3"' to the jenkins start parameters. See http://stackoverflow.com/questions/12625614/jenkins-not-able-to-use-svn-credentials-or-download-new-plugins-new-versions
