Raising the frequency of update center generation

R. Tyler Croy
I can't remember if there was a specific reason for the 6 hour interval, but it
seems pretty high. Why not every hour?

Our mirrors should be updating at least every hour as is.

It was configured every 4 hours. I bumped it up to hourly.

Note that Jenkins instances out there are only fetching the metadata
once a day.

This isn't for Jenkins itself to fetch updates, as KK mentioned that only
happens once a day.

This is to help plugin developers get their releases published faster so a
plugin developer will see their released plugin in the update center in around
an hour instead of waiting nearly 4-5 hours.
