You're right, the source monitor Jenkins has never been released.
It was written but abandoned in favor of the DTKit plugin
DTKit plugin is aimed at providing a generic format to various results
from multiple metric tools.
However, feel free to test the sourcemonitor plugin in its current
state and to contribute to it for your needs.
