hudson not triggering downstream builds

hudson not triggering downstream builds

I have noticed that hudson is no longer triggering downstream builds for m2 projects when it is not configured to build modules in parallel.  Is this intentional?

I have the follow projects arrows pointing to downstream builds:

A -> B,C,D
B -> C,D
C -> NONE
D -> C

And each project has several modules.  However, we are using the native
m2 and doing a single build instead of in parallel.

Therefore, I would expect once A has completed it's build, it will
trigger B,C, and D.  However, it does not trigger any builds.
