problem w/ missing environment variable

I have a new hudson setup (no slaves) that appears to have missing environment variables when running as a system service.
I have started and stopped the service. I have run the hudson command line utility to install and uninstall.
Running under my login it works. (We have hudson on another machine but it is not a system service.)

The list of environment variables on the system information page is not correct.
I can't figure out why added or deleted environment variables don't get picked up.
They are system entries not user. I've even looked in the registry.

We are running version 1.290 on Win XP.
Any help appreciated. Thank you

PS This software is great stuff! We migrated from cruise control last year.

Apparently windows will not pick-up environment variable changes w/o rebooting (for system services).
The universal windows solution!
