release timing

Apologies if this was covered on a previous thread and I missed it:

Jenkins-On-Jenkins appears to be staying 2 releases ahead of the "latest and greatest" release that is released to the public.

Was there a governance decision made for this to be the case?  Is a release being staged for a week amongst a "beta group"?

It's one of the ways we test before releases. We eat our own dogfood
first, so to speak.

I believe this was discussed in the context of stable&old release line.
Another action item from that topic was for us to expose the RC build so
that more folks can give it a shot. Would you be interested in helping
us if that's available?

Or is your e-mail because some instability in ci.jenkins-ci.org is
negatively affecting something that you do?
