run "something" on failure or on success?

Is it currently possible to run "something" (a shell script,
python/ruby script, etc) only if a job fails or succeeds? Basically,
if a job fails, I want to run some scripts to gather information from
source control to add to an email.

A plugin can do this by implementing BuildWrapper, but not sure if
anyone packaged it up so that you can just install it and use it.
